Who is this? Could he be the missing 8th child of Edward's. A nephew?

In respect to the above note, I believe Edward's 8th child was David, found in the late 1810s in Stokes county NC. Reuben R Cooley (1805-), the hatter, is believed to have had a brother named James. Could this be him? It looks like he was born in the 1790s.
